Elk River permits billboards in three zoning districts, the I-1, I-2, and C-3, and classifies all <br /> billboards as a principle use. The principle use designation limits a billboard as the only use on that <br /> property and the billboard will be removed when the market decides a different use would be more <br /> valuable.
