It doesn't specify on the form.The State form is too broad and doesn't define <br /> these things,so different people will report in different ways.If there is a challenge,the State has to <br /> figure out the intent of the person doing the reporting.Retention is not defined on the State report. <br /> So does retention mean only FT at a certain wage level?Include both FT&PT?Does retention <br /> mean only that facility or all branches?Etc. The State has no way of knowing the intent for sure, <br /> even if they look at the Business Subsidy Agreement because the BSA is often times too vague and <br /> doesn't always address the Retention issue. <br /> • Bill LaVigne brought up the point that each year the reporting was completed,a different staff <br /> member did the reporting. <br /> • <br />
