City Council Minutes Page 7 <br /> September 7,2004 • <br /> South half of the Northeast Quarter of the Northeast Quarter(S 1/2 of NE 1/4 of NE 1/4), <br /> Section 10 and Northwest Quarter of the Northwest Quarter(NW 1/4 of NW '/4),Section <br /> 11,all in Township 33,Range 26,Sherburne County,Minnesota. <br /> Mr.Rohl£stated that the Mineral Excavation Overlay District is designed to allow the <br /> excavation of resources as an interim use,prior to a more permanent land use on the <br /> property,as long as it doesn't conflict with surrounding land uses.He stated that the <br /> property to the north,south,and west of the J&B site is currently being mined and there <br /> are no sensitive land uses to the immediate east of the site. <br /> Mr.Steve Rohlf stated that the public hearing on this issue is scheduled for September 20, <br /> 2004 and Council action will be required at that time. <br /> 5.7. Cleanup Week: October 11-16.2004 <br /> Environmental Assistant Rebecca Haug stated that due to the amount of participation at the <br /> city's spring clean-up day,staff has decided to do a pilot fall clean-up week October 11-16, <br /> 2004.Ms. Haug stated that rather than residents bringing their items to the Public Works <br /> garage as they have in the past,they would obtain a voucher at City Hall and bring the items <br /> directly to the Elk River Landfill. She noted that the number and type of materials that the <br /> resident will be bringing to the landfill will be written on the voucher and the voucher will <br /> have the city embossed seal as to not be reproduced.She indicated that residents will have to <br /> pay a minimal fee as they have in the past and staff is recommending that the City Council <br /> approve funding the remaining amount from the city's landfill abatement fund. <br /> — Acting Mayor Motin questioned how the event will be publicized.Ms.Haug indicated that <br /> the event will be advertised in the Star News,on ERTv Channel 12,and through flyers. <br /> City Administrator Pat Klaers stated that the Council suggested having a fall clean up event <br /> when the Annual Reports were discussed. <br /> MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY <br /> COUNCILMEMBER KUESTER TO FUND THE CITY CLEAN UP WEEK <br /> OCTOBER 11—16,2004 FROM THE LANDFILL ABATEMENT FUND. <br /> MOTION CARRIED 4-0. <br /> 5.8. Consider League of Minnesota Cities Insurance Trust Policy Options and 2004-05 Workers' <br /> Compensation Insurance Renewal <br /> Finance Director Lori Johnson stated that at the August 16,2004 City Council meeting, <br /> information on the city's insurance renewal with the League of Minnesota Cities Insurance <br /> Trust(LMCIT) for the city's comprehensive property and casualty,bond,liability,and <br /> various other coverages was presented.She stated that at that time,there were several <br /> options presented that needed additional research prior to making a decision. Ms Johnson <br /> presented these options and staff recommendations as presented in her staff report. <br /> MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY <br /> COUNCILMEMBER DIETZ TO INCREASE THE DEDUCTIBLE FROM <br /> $1,000.00 TO$2,500.00;INCREASE THE FAITHFUL PERFORMANCE BOND <br /> FROM$200,000 TO$500,000;DECLINE THE EQUIPMENT BREAKDOWN <br /> , OPTION;DECLINE THE EXCESS LIABILITY COVERAGE;AND DECLINE <br /> THE DEFAULT SEWER BACKUP COVERAGE.MOTION CARRIED 4-0. <br />
