mailing of the notice,it shall become alien against the property where the sigaSig-n <br /> was located and shall be certified as an assessment against the property together with <br /> ten percent interest for collection in the same manner as the real estateReal Estate <br /> taxes. <br /> (b) The owner of the property upon which the signSig-n is located shall be presumed to <br /> be the owner of all sigt-,sSigns thereon unless facts to the contrary are brought to the <br /> attention of the city administrator, or designee, as in the case of a leased sigftSig-n. <br /> (c) For purposes of removal, a sigftSio shall be deemed to include all sign <br /> embellishments and structures designed specifically to support the signSign. <br /> (d) In case of emergency,the city administrator, or designee,may cause the immediate <br /> removal of a dangerous or defective signSig-n without notice. Signs removed in this <br /> manner must present a hazard to the public safety as defined in section 1300.0180 of <br /> the state building cod,State Building Code. <br /> (Code 1982, 900.22(7)(1-1); Ord. Prohibited signs7.Si p ns <br /> The following types of sign-sSigns are prohibited in all districts: <br /> (4a) Abandoned sigt-tsSigns which no longer identify or advertise a bona fide business, <br /> service,product, or activity or for which no legal owner can be found. <br /> ( bl Pennants, festoons, inflatable <br /> balloons/displays}, and searchlights; except as a permitted temporaty special event <br /> sigi-,- orary Signs under subsection-30-M6-F-30-867(h). <br /> (3c) Off-premises signsSigns, other than advertising sigffsAdvertising Signs (billboards). <br /> (4d) Signs imitating or resembling official Government Signs or signals. <br /> (5e) Signs attached to trees,utility poles,public benches,0r-streetlights, or placed on any <br /> public property or public right-of-way.., except Signs as permitted in section 30-873 <br /> M (4). <br /> (( Signs placed on vehicles or trailers which are parked or placed for the primary <br /> purpose of displaying the signSign, except for p lettering on buses, <br /> taxis, or vehicles operating during the normal course of business. <br /> (7g) Signs suspended beneath a canopy, overhang, roof,or marquee without a minimum <br /> clearance from grade of eight afeet in either a vehicular way-or-ffilc-a pedestrian way. <br /> (8h) Any roof sigraRoof Sign or signSign erected above the roofline of a building. <br /> (9i) Any signSig-n placed within the Vision Clearance Triangle <br /> that may obstruct motorist or pedestrian visibility. <br /> 4 <br />
