This,in combination with aging park facilities in the southern portion of the city and needs for new parks in developing <br /> areas,created a need for a city-wide recreation and parks master plan to guide park investment for the next 25 years. In 2011,the <br /> City hired HKGi in conjunction with Tree Line Inc, to create a plan for community supported vision for where recreation and parks <br /> is going and a guide to how it will get there. The resulting plan will help the Recreation and Parks Department balance investment <br /> in park facilities and programs with available resources and adapt to changing community needs. Plan components include a <br /> detailed needs assessment;goals and objectives organized around 6 focus areas for the department;and an implementation <br /> tool kit identifying priorities, park standards and activity delivery guidelines, and typical capital and annual operations and <br /> maintenance costs. As part of the planning process,HKGi developed and tested a pilot neighborhood park planning process to <br /> address changing neighborhood needs within the framework of the city-wide plan.
