PROJECT UNDERSTANDING & TEAM MEMBERS <br /> PROJECT UNDERSTANDING <br /> The City of Elk River has a high-quality park and recreation system,and would like to assure that it <br /> 4i continues to fully meet community and visitor needs now and in the future. The City also desires to <br /> +, maximize the park system's role in fostering quality of life,supporting the"Powered by Nature'brand, <br /> and utilizing and benefitting from its riverfront setting. For those reasons,the City is requesting <br /> the services of a highly qualified park planning and design firm to prepare an inspiring and <br /> implementable plan to guide the investment and operation of the park system for the foreseeable <br /> future. <br /> The planning process is to include a needs assessment. This assessment should be based on detailed <br /> professional evaluation,stakeholder and public input,facility and program evaluation,and analysis <br /> +� of trends and changes in recreation. The process should also be hands-on and inclusive. The end <br /> product will include plans and priorities that will guide decision-making to create a cost effective, <br /> i maintainable system that effectively meets the recreation needs of Elk River residents. <br /> In addition to system-wide plans for parks and recreation,the Master Plan is to include detailed plans <br /> for key focus areas identified in the RFP,including signature parks,the senior activity center,riverfront <br /> parks and connectivity,Great Northern Trail/Woodlands Park,the Mississippi River Trail/Bailey Pointe <br /> Nature Preserve,and potential acquisition of the Houlton Farm property.The System Plan is to include <br /> tools to guide capital planning and implementation(priority actions,cost estimates for key projects, <br /> finance,maintenance,service,and asset management tools). <br /> Parks and recreation are the lifeblood of a community,and they are vital to Elk River's economy, <br /> environment,and overall livability. Convenient access to quality neighborhood and community <br /> parks,trails,and natural areas are important aspects of quality of life,growth,economic development, <br /> and a sustainable,vibrant future. The HKGi Team has the expertise to work with you to develop a <br /> plan and establish the tools necessary to achieve that vision. <br /> HKGI TEAM AND ROLES <br /> We view the Parks and Recreation Master Plan process as a partnership between our consulting team <br /> �- and city staff,officials,stakeholders and the public. The combination of HKGi's expertise in park, <br /> recreation and trail planning and park financing,and the collective knowledge of city staff,officials, <br /> _ - stakeholders and the community will result in a sustainable and visionary plan for Elk River Parks and <br /> Recreation. HKGi team roles and responsibilities are outlined below. See the attached resumes for <br /> more information about the HKGi team members. <br /> x i Greg Ingraham,project manager,will manage the preparation of the Elk River Parks and Recreation <br /> Master Plan,directing HKGi's work and assuring the highest quality process and deliverables. Greg <br /> - tw <br /> has managed over 100 successful park,recreation,and trail plans for communities across the upper <br /> Midwest.
