In addition,we have over 25 years <br /> of experience preparing park master plans and have prepared park and recreation plans for over 50 cities in the upper Midwest. <br /> The combination of HKGi's extensive award-winning expertise in park and recreation system planning,needs assessment and park <br /> design,our past work in Elk River,and the collective knowledge of city staff,officials,stakeholders and the community will result in <br /> a sustainable and visionary plan for Elk River Parks and Recreation. <br /> Greg Ingraham will be the project manager for the Master Plan work.Greg,a landscape architect and park planner and former <br /> manager of Bloomington Parks and Recreation,has over 25 years experience with all facets of parks and recreation. Lil Leatham <br /> will be the lead park and recreation planner. She is an award winning planner/landscape architect with over 10 years experience in <br /> park,trail,and open space planning and public participation. Landscape architect Paul Paige,an Elk River resident and former Park <br /> and Rec Commissioner will lead the design work for a signature park. See the references section of this proposal for web <br /> links to these projects. <br /> Our proposal includes a comprehensive scope of work and deliverables that assure a cost-effective guide to physical actions/ <br /> improvements, programs,facilities,operations and funding. Our work plan,schedule and fees are based on meeting the scope <br /> outlined in the city request for proposal with additions and revisions to reflect our vision of the project's needs. We included <br /> optional services that would provide an expanded public engagement scope and a public art plan.
