It was also asked what ASTM (American Society for <br />Testing and Materials) stood for, which is the standard for performance that the proposed ordinance <br />references. <br />The commission wanted to know how many other communities allow this type of barrier. Staff indicated <br />that they only knew of Rogers but also clarified that the International Swimming Pool and Spa Code does <br />not include pool covers as an alternative barrier choice, the 2009 International Building Code For <br />Swimming Pools does not include pool covers as an alternative barrier choice, and the US Consumer <br />Product Safety Commission suggested they be an additional layer of protection with a permanent barrier. <br />Public Hearing Comments <br />There was no one to speak in favor or against the proposal. <br />The Planning Commission recommended approval of the request by a 4 -1 vote. <br />Financial Impact <br />None <br />Attachments <br />• Planning Commission Memo dated November 12, 2013 <br />• Proposed Ordinance <br />P a w E A E U s r <br />NaA f RE] <br />
