The urbanized distinction comes with a federal requirement to become part of the regional <br /> Metropolitan Planning Organization (MPO) for transportation planning. Metropolitan Council (Met <br /> Council) serves as the Twin Cities MPO. Staff has attended workgroup meetings with MnDOT and Met <br /> Council staff members to better understand the requirements for Elk River. <br /> The workgroup prepared the attached draft memorandum of understanding (MOU) that would allow Elk <br /> River and other affected communities,the ability to comply with the federal law and become part the <br /> MPO.
