The urbanized distinction comes with a federal requirement to become part of the regional
Metropolitan Planning Organization (MPO) for transportation planning. Metropolitan Council (Met
Council) serves as the Twin Cities MPO. Staff has attended workgroup meetings with MnDOT and Met
Council staff members to better understand the requirements for Elk River.
The workgroup prepared the attached draft memorandum of understanding (MOU) that would allow Elk
River and other affected communities, the ability to comply with the federal law and become part the
MPO. This same MOU allows potential federal transportation funding to be utilized throughout the
existing Central Minnesota Area Transportation Partnership.
Financial Impact
None
Attachments
• Map of newly designated Twin Cities Urbanized Area
• Memorandum of Understanding
PVaw/EAEU 0 r
m I WRE
