/i <br /> Elk Request for Action <br /> Fiver <br /> To Item Number <br /> Mayor and City Council 8.1 <br /> Agenda Section Meeting Date Prepared by <br /> General Business November 4, 2013 Suzanne Fischer,Director, CODD <br /> Item Description Reviewed by <br /> Surface Water Management Plan and Stormwater Jeremy Barnhart,Deputy Director, CODD <br /> Pollution Prevention Program (SWPPP) Justin Femrite, City Engineer <br /> Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Accept by motion the Surface Water Management Plan and the SWPPP application. <br /> Background/Discussion <br /> On November 14, 2011, City Council directed staff to hire a consultant to assess the city's stormwater <br /> system and to conduct a feasibility study for a stormwater utility fee. <br /> At the April 9, 2012, City Council meeting, staff requested direction on implementation of a stormwater <br /> utility fee as the current levy of$50,000 was inadequate to meet permit requirements. Council consensus <br /> was to complete the feasibility study and return with a finalized stormwater utility budget. <br /> The study was conducted by Stantec and presented at the July 2, 2012, City Council meeting. Annual <br /> budget estimates to fund the program with the new permit requirements ranged from $750,000 in 2014 to <br /> slightly over$1,000,000 in 2017. Council approved the findings of the report but agreed to wait on any <br /> funding action until the permit was actually issued by the MPCA. <br /> Staff received approval from City Council at their July 1, 2013, meeting to secure the services of a <br /> consultant to prepare the city's surface water management plan and SWPPP application. On August 1, <br /> 2013, the MPCA issued the National Discharge Elimination Permit (NPDES) General Pen-nit with the <br /> requirement that the city submit their permit by December 1, 2013. <br /> The services of WSB &Associates were approved at the August 19, 2013, Council meeting to prepare the <br /> surface water management plan and the permit application. WSB will present their findings and <br /> recommendations at this meeting. <br /> Financial Impact <br /> Funding for the Stormwater program will be discussed at the November 18, 2013 work session. <br /> Attachments <br /> • Draft Surface Water Management Plan <br /> • MS4 SWPPP Application for Reauthorization with Comments <br /> NW- UR <br />
