Economic Development Authority Minutes Page 2
September 16,2013
6.1 Resolution Amending EDA Bylaws to Change Annual Meeting Date •
Mr. Beeman presented the staff report.
Moved by Commissioner Westgaard and seconded by Commissioner Wilson
to adopt Resolution 13-08 amending the Economic Development Authority
Bylaws changing the annual meeting date to the third Monday of the month
of January each year at 5:30 p.m. Motion carried 6-0.
Commissioner Motin arrived at 5:34 p.m.
6.2 EDA Marketing Intern
Mr. Beeman presented the staff report. He introduced Chanda Knoof to the
Commission and they welcomed her to the city, stating they looked forward to
having her as the EDA Marketing Intern.
6.3 National Development Council Certification Course
Mr. Beeman presented the staff report.
Commissioner Provo expressed concerns with recent employee turnover and the
amount of education costs paid to staff, only for them to retain employment
elsewhere. He asked if employees should be signing some sort of contract with the
city in order to retain them for a longer period of time.
41111
Commissioner Motin agreed with Commissioner Provo's comments to a certain
extent but suggested the commission look at how other cities handle this type of
situation, stating the current Economic Development Director was hired already
having a considerable amount of education.
Commissioner Tveite agreed with Commissioner Motin to review how other cities
handle education benefits but noted cities can find potential employees that already
possess desired education. He noted in his private sector business, his company pays
for employee education opportunities which don't require any contractual
agreements.
Moved by Commissioner Wilson and seconded by Commissioner Burandt to
authorize Director of Economic Development Brian Beeman to attend a
National Development Council training course as outlined in the staff report.
Motion carried 7-0.
7.
