~ity of <br /> <br />River <br /> <br />TO: <br /> <br />MEMORANDUM <br /> <br />Item # 4.3. <br /> <br />Mayor and City Council <br /> <br />FROM: Pat Klaers, City Administrator <br /> <br />DATE: <br /> <br />September 21, 1998 <br /> <br />SUBJECT: Community Recreation Update <br /> <br />Community Recreation Director Jeff Asfahl manages the city recreation <br />programs. Jeff is an employee of the community recreation organization of <br />which Elk River is a member. Councilmember Holmgren is the city <br />representative on this organization. <br /> <br />The Community Recreation Board last met on September 14, 1998. Attached <br />for your information is the agenda and some background material from this <br />meeting. Also attached is the September 1998 Youth Initiatives Newsletter. <br /> <br />One of the newer projects that Jeff is working on is for the city is the <br />Youthbound project at the former municipal liquor store. A dance event is <br />scheduled for Youthbound for September 18th and this event will hopefully <br />spread the word to the youth in the community about this facility being <br />available for them. We are expecting to learn a lot more about how <br />Youthbound is being accepted in the next few months (now that school is in <br />session) and this feedback/information will help us in structuring the hours of <br />operation and programs offered at Youthbound. I am assuming that this <br />project will be a major focus of Jeffs update to the Council. <br /> <br />Additionally, you should note that Jeff is somewhat involved in the BMX <br />biking proposal, along with the city Park and Recreation Commission. The <br />location for this project is Hillside Park. I believe the local BMX group hopes <br />to have something usable for them in Hillside Park by next year. <br /> <br />A final update that Jeff may offer the Council relates to the two dances that <br />were held at the old ice arena on September 11th and September 12th. <br />Attendance was high for both evenings and these dances seem to be popular <br />with the two age groups in attendance (September 11 - grades 4- 6; <br />September 12 - grades 6 - 9). <br /> <br />13065 Orono Parkway · P.O.
