Draft-January 2003 Park Master Plan <br /> • Development seeks to incorporate and blend the built environment <br /> with the natural environment. <br /> • Rural, undeveloped areas are part of the Elk River environment. <br /> • As Energy City, Elk River seeks to promote sustainable and energy <br /> efficient forms of development. <br /> Make Elk River a complete place. <br /> • Community and economic development policies will seek to attract <br /> employment opportunities and goods and services needed by the <br /> community. <br /> • The expansion of local employment creates more opportunities for <br /> people to live and work in Elk River. <br /> • Planning and decision-making must recognize that the population of <br /> Elk River is not a single commodity. Differences in age, economic <br /> status and ethnicity must be considered in planning for future <br /> development, facilities and services. <br /> • Recreational and cultural opportunities are important elements of a <br /> complete place. <br /> • A quality education system attracts and keeps people in Elk River. <br /> Work to achieve the vision. <br /> • Everyone shares responsibility for achieving the vision. It is not the <br /> sole responsibility of city government. <br /> • The City will seek collaborative efforts with other partners with who <br /> have shared interests to achieve this vision. <br /> Park System Mission <br /> In order to guide park system development,the City has adopted the following <br /> mission statement for the Park System: <br /> The Park System will seruea wide spectrum of citizens byprovidinga variety of <br /> facilities that preserve unique properties where possible and that are well connected by <br /> trails and otherpedestrian connections to neighborhoods and places of work and <br /> commerce. <br /> Goals and Objectives <br /> Measurable goals and objectives will guide the City in the development, <br /> maintenance, and operation of the Park System. Residents will be able to <br /> evaluate the progress of the City in the implementation of the Master Park <br /> System Plan by reviewing the following goals and objectives: <br /> Building the Future 2 <br /> The Comprehensive Plan for Elk River <br />
