This is due to the high levels <br /> 7% <br /> of in-migration, which have led to a rapidly <br /> increasing labor force. Region 7W ended 2003 m s% <br /> at 5.3 percent, which was slightly higher than <br /> the state's .0 percent rate, but lower than the <br /> U.S, rate ate of 6.0 percent.
