The standard <br /> setbacks are 30 feet front, 30 feet rear, 10 feet side and 5 feet garage. <br /> The lots in Block 38 have very little usable back yard and have streets abutting both the front <br /> and back yards. The houses have between 15 and 30 feet before the yard drops off at a 3:1 <br /> slope down to the street. The houses are about 15 to 18 feet above the street. The houses <br /> front of the main street through the project. There are also 4 lots in Block 40,which is just <br /> south of Block 38, that have streets abutting both the front and rear yards. However, these <br /> lots do not have the steep slopes that the lots in Block 38 have. The Subdivision Ordinance <br /> states that lots with frontage on two parallel streets shall be prohibited except where lots <br /> back on an arterial or collector street. <br /> Fin Station and Well House <br /> The applicant is proposing to donate about 2.5 acres in the northwest corner for a future fire <br /> station and well house. The property is on the north side of County Road 40. <br /> Grading, Drainage and Utilities <br /> Grading, drainage and utility issues are addressed in the City Engineer's memo. <br /> Wetlands and Environmental <br /> The applicant met with the Technical Evaluation Panel regarding proposed wetland filling <br /> and mitigation. The Panel's comments are outlined in Building and Environmental <br /> Administrator's memo. The application is also subject to an Environmental Assessment <br /> Worksheet. <br /> The Park and Recreation Commission recommended that the 11 acres of woods,located just <br /> north of the powerline, be left as open space owned and maintained by the homeowners <br /> association. The plat should be revised so that the woods are preserved. <br /> Parks and Open Space <br /> The Parks and Recreation Commission recommended the park dedication requirements be <br /> met with 9.2 acres of park with the remainder of the park dedication requirements be cash. <br /> Two areas of parkland are proposed, the center of the traffic circle will be a public park and <br /> there is park proposed on the southern boundary of the site. The southern park will <br /> eventually be combined with parkland that will be included when the property to the south is <br /> developed. There is some area of the south park with significant slope (about 4:1) which will <br /> not be counted towards the park dedication. The applicant has indicated that they will work <br /> on the grading plan to try to reduce the slope. The steep slope is along the streets, hindering <br /> access into the park. <br /> There is minimal usable open space associated with the areas around the townhouses.
