The existing structures on site are suitable for use by local organizations and the city for environmental <br /> education and programming, and these structures can be rehabilitated for that task if outside resources <br /> become available. Staff does not anticipate charging any fees for visiting the park although it may be <br /> possible to charge a fee for use of the barn structure as a means of generating operating revenue. The <br /> city may decide to develop a concessions and/or outdoor outfitters operations and offer programs on site <br /> that can also generate revenues. <br /> Financial Impact <br /> No match is required in the grant application. However, additional consideration is given to applicants <br /> who provide a cash match. Staff and The Conservation Fund are working with the landowner on a <br /> match contribution for the grant. It is the intent of all parties that sufficient capital to acquire the lands <br /> shall be provided by grants and donations,per the Letter of Intent approved on July 1, 2013. <br /> The city continues to provide staff time and legal services for the grant application process and related <br /> materials. <br /> If the city acquires the property,potential costs will likely include public access costs such as parking, trail <br /> maintenance, and public safety. The Friends of the Mississippi have agreed in the grant application <br /> process to provide management expertise for the restoration of the site.
