ATTACHMENT City of Elk River Solid Waste License Application In 2011,the Elk River Landfill requested and was granted a Land Use Amendment,Zone Change, Conditional Use Permit(CUP), and Solid Waste Facility License. In 2012 the Solid Waste Facility License was amended to allow for continued operation of the landfill with only some minor updates consisting mainly of housekeeping items such as updating dates of plans and clarifying language. No changes to the existing Solid Waste Facility License are being proposed at this time,and thus no amendment to the CUP is requested at this time. The only proposed changes as discussed with the City during a meeting on September 9,2013,consist of updating names and dates. The requested renewal or amended license would allow for the continued operations of the landfill. Additional Information: The following are the PID#'s for the property located within the City of Elk River: 75-103-2105, 75- 104-1102, 75-103-2400, 75-103-2100, 75-104-1400,75-104-1105 The following PID#'s are for property located outside the City of Elk River, in Livonia Township: 30- 033-4400, 30-033-4405, 30-033-4100, 30-034-3300, 30-034-3401, 30-523-0115, 30-523-0120, 30-523-0110, 30-523-0125, 30-523-0105, 30-523-0130 No changes to the current facility are being proposed as part of this License Renewal. Only the following minor updates to the existing license are proposed, as previously discussed with Rebecca Haug during our meeting on September 9,2013: • Mr. James Hamann name should replace Ms.Debra Walters as appropriate in the renewed license (Section 1). Mr.Hamann's phone numbers should be updated to Work: 952-656-7283 and Mobile: 612-239-7779. • In Section 4,the following plan dates should be updated: o (06)NSPS Design Plan,May 2012 and Title V Air Permit,November 29, 2012 o (12)"2012 Annual Report", January 2013 o (13)"2012 Water Quality Report,"February 2013 • In Section 19,the name Debra Walters should be replaced with District Manager Since the previous License application in mid-2012,the following items should be noted: • Cell 18 was constructed in late 2012, and is the current active MSW area;DC-4A&5A located in Livonia Township remain the active C&D area. • In November 2012 the MPCA re-issued the facility's air permit,which includes Cell 18 through 20. • In August 2013 a new District Manager was hired,James (Jim)Hamann. • In late 2013,the facility is planting a series of trees on the east and west sides of the berm as previously discussed and approved by the facility to improve screening of the facility. Additional trees will also be planted on the west side berm to replace some of the previously planted trees that have died. • Additional investigation and analysis has also been done in 2012 and 2013 related to the groundwater issues associated with the old unlined portion of the landfill.A report summarizing
