City of <br /> Elk=' Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 7.1 <br /> Agenda Section Meeting Date Prepared by <br /> Public Hearinj October 21, 2013 Jeremy Barnhart, CODD Deputy Director <br /> Item Description Reviewed by <br /> Elk River Landfill Inc., Solid Waste Facility License Cal Portner, City Administrator <br /> Amendments Reviewed by <br /> Action Requested <br /> Approve by motion the Solid Waste Facility License for the existing landfill as proposed. <br /> Background/Discussion <br /> On September 19, 2013, Elk River Landfill Inc. requested an amendment to the existing Solid Waste <br /> License. <br /> The amendment includes minor changes which do not impact the Conditional Use Permit (CUP). An <br /> amendment to the CUP is not requested at this time. The changes consist mainly of housekeeping items <br /> such as updating dates of plans, contact information, and clarifying language. <br /> However, the landfill did not agree to the language in Section 9 (06) regarding the sampling and analysis <br /> plan. The section states that a change to the compliance boundary is not approved because it <br /> incorporates city property, and corrective actions on city property are not approved. The landfill would <br /> prefer that language be removed.
