A couple of years ago we had an "extra" lineperson to fill in when a lineperson was on <br /> vacation or sick. We operate a two person crew, and it is more desirable to keep a crew <br /> active when a lineperson is missing from work. We gave up this position when a service <br /> crew was added two years ago. We now desire to again fill this position. <br /> We are proposing a new position of laborer(meter technician). The position description <br /> is attached. This position will install new and change-out residential water and electric <br /> meters along with maintaining off-peak radio receivers. It will take 7 to 8 years to <br /> change all of the old water and electric meters to radio read meters. <br /> We are also proposing as a last resort, another water operation if our current plan does <br /> not work out. We continue to struggle in completing all of the necessary duties in the <br /> water department. The supervisor does to much "wrenching" and not enough <br /> supervising due to workload. The situation becomes worse when an operator is sick or <br /> on vacation. The added laborer (meter technician) discussed above will take some load <br /> off the water operators in changing water meters. The generation plant operator position <br /> is divided into 50% operating and maintaining the generation equipment and 50% as a <br /> water operator. This plant operator has not worked in the water department because he is <br /> doing the duties of the laborer who was an unpaid medical leave and has since been let <br /> go. We are currently advertising to fill the laborer position which does janitorial and <br /> inventory functions. Upon filling the laborer's position, the plant operator will start <br /> working half time as a water operator. This may alleviate the need for an additional <br /> water operator. <br />
