Call Meeting To Order <br /> Pursuant to due call and notice thereof,the meeting of the Elk River Energy City <br /> Commission was called to order at 8:30 a.m. by Chair Setala. <br /> 2. Pledge of Allegiance <br /> 3. Consider June 17.2013 Energy City Commission Agenda <br /> MOVED BY COMMISSIONER WESTGAARD AND SECONDED BY <br /> COMMISSIONER SETTERHHOLM TO APPROVE THE AGENDA WITH THE <br /> ADDITION OF COUNCIL LIAISON POLICY BY MR. PORTNER AND <br /> COUNTY FAIR. MOTION CARRIED. <br /> 4. Consider May 15.2013 Minutes <br /> MOVED BY COMMISSIONER STEINBECK AND SECONDED BY <br /> COMMISSIONER CHUBA TO APPROVE THE MAY 15,2013 MINUTES. <br /> MOTION CARRIED. <br /> 5. General Business <br /> 5.1a. Council Liaison Policy <br /> Mr. Portner gave an overview of the current and proposed Council Liaison Policy which was <br /> handed out to the Commissioners. He explained that the policy will provide clearer <br /> direction to the Council Liaisons on their roles. Several commissioners expressed <br /> appreciation for Councilmember Westgaard's role as a voting member and participation in <br /> the commission. <br /> 5.1b. S enator Franken Tour <br /> Staff Haug gave an update on the June 29,2013 tour with Senator Franken. She explained <br /> that the tour went very well and appreciated the presence of Chair Setala,Commissioner <br /> Sagstetter,Councilmembers Westgaard,Motin and Burandt, County Commissioner <br /> • Anderson and staff from Elk River Landfill and Great River Energy's Resource Recovery <br /> Project. Councilmember Westgaard stated that the Senator was truly engaged with the <br />
