Staff can not explain the difference between APPA's numbers and our sales report <br /> number. Part of the discrepancy could be the definition of residential, commercial, and <br /> industrial class customers and how load management is handled. It could also be how the <br /> PCA is handled. We adjust our rates annually to reflect wholesale cost increases, where <br /> other utilities keep the rates artificially low and the PCA makes up the wholesale rate <br /> increases. If APPA's method of calculation is consistent across the board for all utilities, <br /> the following conclusions can be drawn from the data. <br /> a) ERMU residential rate is consistently below the average around <br /> the l s`quartile. <br /> b) ERMU commercial rate is generally at or slightly above the <br /> average in the 2nd to 3rd quartile. <br /> c) ERMU industrial rate is consistently above the 3rd quartile. <br /> d) The above conclusions are consistent with other rate comparisons. <br />
