Planning Commission/CU 04-37 <br /> December 28,2004 <br /> Page 2 <br /> Existing Conditions <br /> The subject properties are approximately 2.19-acres in size and have one existing structure. <br /> The site is open with some trees in the northwest corner near the cul-de-sac. <br /> Analysis <br /> The existing building will be utilized for storage of four highway coaches (40-45 feet in <br /> length) and three school buses as well as office space. There will be one full time staff <br /> person on site during the day. <br /> There will be light maintenance of the buses within the building. The building also has an <br /> additional 1,700 square feet of office space that will be rented. This will require 5 parking <br /> stalls. The site has adequate parking stalls available for both tenants. <br /> The site is accessed off of York Street,which has direct access to Meadowvale Road (County <br /> 44). The buses will be leaving at 15-20 minute intervals before peak traffic times, usually <br /> before 6 a.m., and will return between 6-7 p.m. <br /> At the present time they have no plans to expand and currently have 7 employees,which do <br /> not drive every day. <br /> Standards for Issuance of a Conditional Use Permit <br /> The issuance of a Conditional Use Permit can be ordered only if the use at the proposed <br /> location: <br /> 1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the <br /> immediate vicinity or the public health, safety, morals, comfort, convenience or general welfare of the <br /> neighborhood or the city. <br /> 2. Will be consistent with the comprehensive plan. <br /> 3. Will not impede the normal and orderly development and improvement of surrounding vacant <br /> property. <br /> 4. Will be served adequately by and will not adversely affect essential public facilities and services <br /> including streets,police and fire protection, drainage, refuse di.posal, water and sewer systems,parks <br /> and schools;and will not, in particular, create traffic congestion or interference with traffic on <br /> adjacent and neighboring public thoroughfares. <br /> S. Will not involve uses, activities,processes, materials, equipment and conditions of operation that will <br /> be detrimental to any persons or property because of excessive traffic, noise, smoke,fumes,glare, <br /> odors, dust or vibrations. <br /> 6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of f major <br /> importance. <br /> 7.
