Chris Eaton (DFL - Brooklyn Center) <br /> To do the following: <br /> • establish a "Value of Solar" rate that utilities must pay to owners of solar <br /> photovoltaic systems for their excess generation; <br /> • establish a 10%by 2030 solar energy standard for all utilities; <br /> • establish a renewable energy production incentive account and make certain solar <br /> photovoltaic systems eligible to receive payments from it; <br /> • require each utility to provide to the DER an assessment of the capacity available on <br /> its distribution systems for interconnecting solar photovoltaic devices on or <br /> adjacent to nonresidential buildings; <br /> • require the Commerce Department to study: 1) the potential for solar installations <br /> on public buildings, 2) the value of on-site energy storage, and 3) the potential value <br /> of expanding solar thermal installations in commercial and residential buildings in <br /> Minnesota. <br /> (Some of these provisions were enacted.
