She encouraged all citizens to study the Constitution. <br /> Mayor Dietz presented the proclamation to Ms. Schroeder. <br /> 8.3 Petition from Mark Leadens for Payment of SAC/WAC Amounts Paid <br /> as a Special Charge <br /> Mr. Barnhart presented his staff report. He stated Mr. Leadens is requesting payback <br /> over seven years at 2.9%interest; however, the interest rate outlined in policy is <br /> 3.5%. <br /> Counciltneinber Motin disclosed that the applicant is a client of his for unrelated <br /> items and he does not believe there is a conflict.
