Elk River
Municipal Utilities
322 King Avenue phone: 763.441.2020
Elk River.MN 55330 Fax:763.441.8099
December 31. 2003
To: Elk River Municipal Utilities Commission
John Dietz
Jerry Takle
James Tralle
From: Bryan Adams
Subject: Water Meter Issues
Your staff has been concerned for some time over the line loss in the water department.
The difference between water pumped and water sold was too large. Some of our well
meters were very inaccurate and have been replaced. We are also uncovering some
reading and billing issues with the retail commercial, and residential meter.
Some of the radio read ERT have been programmed wrong from the manufacturer. Your
staff is reprogramming these ERT as we discover them. Staff is now doing all of the
water meter ERT programming. Our water rates are based on 1,000's of gallons.
Depending on the size of the meter, the visual register read and the remote register have
different number of stationary zero's. The radio read ERT's also read a different number
of stationary zero's. In some cases we have been under billing the large meter customers
by a factor of 10. The attached sheet reflects examples of how the meter readings are to
be interrupted by staff installing the meters, staff reading the meters, and billing software.
This should alleviate this problem.
