ALL IN FAVOR. MOTION <br /> CARRIED. <br /> 3) Consider December 17, 2009 HPC Minutes <br /> MOTION TO APPROVE THE MINUTES WITHOUT CHANGES BY <br /> COMMISSIONER KRAGNESS. SECOND BY COMMISSIONER MORTENSEN. <br /> ALL IN FAVOR. MOTION CARRIED. <br /> 4) Historic Neighborhood Update <br /> Commissioner Mortensen, Commissioner Kragness, Environmental Technician Blake- <br /> Bradley, Environmental Administrator Haug, and resident Fran Toth toured St. Cloud on <br /> the 6th of January. Commissioner Kragness commented on how useful the Frequently <br /> Asked Questions information was and suggested it be included in the next packet. It was <br /> discussed that the St. Cloud HPC only reviews exterior alterations and the process for <br /> approval is only one additional step for the homeowner. The permits for exterior <br /> alterations have a 98% approval rate. It was suggested to the Elk River HPC that the <br /> survey of the neighborhood be completed now rather than later so the residents know <br /> what they have. St. Cloud HPC sends a letter to the residents letting them know a <br /> surveyor will be out to look at the exterior of their home and also notifies the Police <br /> Department. <br />
