These options as <br /> developed by our consultant, Quietzone Technologies,provide more cost effective solutions than <br /> previously discussed. The preliminary estimated costs for the options range from about $200,000 to <br /> $1,050,000. <br /> The options were developed with up-to-date traffic and inventory data on each crossing. The Federal <br /> Rail Administration (FRA) quiet zone calculator calculates the Risk Index with Horns (RHWI) and <br /> compares it to the Quiet Zone Risk Index (QZRI). To qualify for a quiet zone designation the QRZI <br /> must be lower than the RHWI. <br /> Staff seeks Council direction on a preferred option to present at our formal diagnostic review with BNSF <br /> and the FRA. With this direction, staff will schedule the diagnostic review and take comments from all <br /> agencies.
