Planning Commission/CU 04-30 <br /> October 26,2004 <br /> Page 2 <br /> Overview <br /> The applicant is proposing to build a 2,940 square foot bank building with a future addition <br /> of 3,060 square fee of retail space adjacent to the structure. The bank will include drive thru <br /> as well as walk-in service. <br /> Analysis <br /> Building Description and Design Standards <br /> (The text that is italicized came out of the Development Design Standards) <br /> The North Woods Theme of Elk Ridge Center has been influenced by related architectural traditions <br /> including Craftsman,Arts&Crafts and the architecture in our State Parks. The elements common to these <br /> styles are shallow pitched roofs, deep broad eaves, multiple casement windows, stone or rough foundation walls, <br /> quality wood and masonry exterior finishes and wide trellised verandas to draw nature close. <br /> The building design is a rectangular Exterior Insulated Finish System (EIFS) box with three <br /> of the sides having minimal architectural features of narrow applied pilasters and gable <br /> "roof" elements. The entrance elevation appears to meet most of the guidelines and as <br /> stated, architectural features should be on all sides of the building. <br /> The exterior design of this building falls short of the intent of the Development Design <br /> Standards. The overall character/design of the proposed building does not reflect the design <br /> sketches (Figures A-U) which are included in the North Woods Development Design <br /> Standards. These sketches are referenced, as examples, all throughout the narrative portion <br /> of the standards as to what the feel of the building(s) should be. <br /> The standards state the design of the base of the structure shall be strong to express solidity. <br /> The base should be prominent with foundations possibly flared downward. Figures E, H,J &K <br /> show a strong base of stone that is 6-12 feet in height with EIFS above that. This <br /> substantial base adds to the pedestrian experience of the building and reflects the "North <br /> Woods" theme. Applications of EIFS should be "broken" up into 6-10 foot panels that <br /> promote pedestrian scale. The proposed plan shows a base of four rows of concrete blocks <br /> with a flat featureless EIFS wall from basically waist level to the cornice line,with some <br /> narrow, applied pilasters. The standards state, avoiding veneer look pilasters and masonry needs to <br /> wrap 48"around corner. Both the pilasters and the left side elevation (sheet A-201) window <br /> treatment are applied and do not reflect any massing of the building. There are limited <br /> details to assist in reducing the visual scale of a large building. <br /> This building is one of the smallest,if not the smallest,building on the approved <br /> development plan. For small scale office structures, roofs should be pitched and have gables typical of <br /> more residential scale. The proposed building has a flat roof with three false front roof <br /> elements. The detail of the cornice is "classical",which is discouraged, and relies only on <br /> shadow lines.
