Upon explanation of the program most people develop an understanding about the need and why <br /> the franchise fee was selected as the primary funding source for the pavement management program. <br /> As with any large policy change, certain cases come up that require special consideration or thought on <br /> how to best handle. The following list has been developed since the approval and implementation of the <br /> franchise fee.
