City of
Elk - Request for Action
River
To Item Number
Mayor and City Council 8.4
Agenda Section Meeting Date Prepared by
Administration August 19, 2013 Suzanne Fischer,Director, CODD
Item Description Reviewed by
Purchase of Digital Printer for Sign Shop Tim Simon, Finance Director
Reviewed by
Cal Portner, City Administrator
Action Requested
Approve by motion the purchase of a Mimaki CJV30-130 Digital Printer/Cutter for the Sign Shop.
Background/Discussion
Public Works is responsible for the uniform installation and maintenance of traffic signs installed on the
city right-of-way. The division currently maintains approximately 3,200 traffic signs throughout the city.
In addition, staff produces signs, banners, posters, wraps and decals for other city departments,Elk River
Municipal Utilities and some non-city special events such as ArtSoup.
Staff currently uses a 9-year old vinyl cutter that requires significant hands-on labor and is overdue for
replacement. The 2013 Street Maintenance budget includes $8,850 for replacement. Rather than replace
with a similar model, staff recommends upgrading to a digital printer/cutter combination unit,
specifically, a Mimaki CJV-130 which is an integrated print and cut device that prints quickly using fast
dry ink. It is able to cut and print continuously without attendance, results in increased productivity, and
has lower supply costs.
Staff researched similar models from different suppliers and obtained two quotes. Ultimate Sign Supply
was $241 higher than North Light Color but their quote included employee training for 60 days after
installation. Staff recommends purchasing the unit from Ultimate Sign Supply.
Financial Impact
The Streets Division has funds available in their 2013 budget for this $17,156.88 purchase. Estimated life
expectancy of this machine, which is 10-plus years, and staff determined that purchasing was more cost
beneficial than leasing or outsourcing sign production.
Attachments
■ None
P a w E A E U s r
N:\Public Bodies\Agenda Packets\08-19-2013\x8.4 sr Digital Printer£docx aAURE
