The work plan presented focuses on creating a clear, concise, user- <br /> friendly surface water management plan and SWPPP program that will be integrated to be "one in <br /> the same" as much as possible. This will ensure that the City will have no conflicts moving forward <br /> in the future implementation of its programs, policies, and management strategies. <br /> We believe that WSB is ideally qualified to complete the project based on the following: <br /> • WSB staff has completed over 100 stormwater management plans for municipal clients in <br /> the past 18 years and have completed NPDES SWPPP documents for over 50 clients. This <br /> allows us to foresee and address issues that may be faced throughout the project, based on <br /> outcomes experienced in other communities. <br /> • WSB understands that planning efforts associated with the City's SWMP are only successful <br /> when they lead to cost-beneficial improvements to the City's surface water management <br /> programs and infrastructure. This allows the City to develop its surface water management <br /> system and meet its surface water goals at the lowest possible cost. <br /> • WSB is currently working in the City of Elk River on the design and construction of <br /> infrastructure projects, and on the development of an update to the City's Comprehensive <br /> Plan. Through this work, WSB has an understanding of the many water resources and <br /> related issues that the City faces. <br /> • WSB has strong relationships with City staff and outside agencies that have authority within <br /> the City. <br /> Based on the credentials and the work plan outlined in the proposal, we are hopeful that the City <br /> will select WSB to serve your needs.
