City of
Elk Request for Action
River
To Item Number
Mayor and City Council 8.1
Agenda Section Meeting Date Prepared by
General Business August 19, 2013 Chris Leeseber ,Park Planner-Planner
Item Description Reviewed by
Addressing Appeal by Victoria White Cal Portner, City Administrator
Reviewed by
Action Requested
Staff recommends denial of the appeal that would keep the subject property's address the same.
Background/Discussion
The Addressing Committee changed several addresses at the intersection of 213`''Avenue and Kennedy
Street. This issue was brought to the address Committee's attention following a building permit
application for a new home construction in the area. To address the new home the Address Committee
found several area addresses did not correlate to the addressing system/grid.
The purpose of an address is to locate a premises or property as quickly and efficiently as possible,
especially during an emergency. The street name provides emergency responders with road location and
access. The actual address, or building numbers, correlates to where on the street the building is located.
The two work together in a grid format.
Mrs. White's driveway is shared by her and her neighbor and it runs north and south along the Kennedy
Street alignment. Three other properties along with the new home property to the north also fall on this
Kennedy Street alignment. There are a total of five homes and the new home on the Kennedy Street
alignment. Of the five existing homes, four have an address off of 213"'Avenue,which runs
perpendicular to the road/driveways the homes are located on. One of the properties already has a
Kennedy Street address.
After receiving notice from the city that her address would change,Mrs. White contacted the city stating
she did not want her address changed and requested the City Council consider for reversal.
After speaking with Mrs. White, the Address Committee considered an option to maintain her property
address, but would require an address change to a neighboring property to the south. Regardless, one
address needs to change. The Address Committee recommends changing Ms. White's address as it better
fits the Kennedy Street alignment.
Financial Impact
There are no financial impacts to the city, but there may be financial impacts to the affected property.
Attachments
■ Existing and new address exhibit
P a w E A E U s r
NaA f RE]
