River <br /> <br />13065 Orono Parkway <br />Elk RiveLMN 55330 <br /> <br /> NFORMATiON <br /> <br />For Release May 17, 2002 <br /> <br />Contact: Elk River Director of Economic Development <br /> Catherine Mehelich at (763) 441-4905. <br /> <br />City Considers Submittals by Five Developers for Downtown Revitalization <br /> <br />ELK RIVER, MN - The Elk River Housing & Redevelopment Authority has received <br />proposals from five developers/developer teams interested in the Downtown <br />Revitalization Area and will determine at its June 24 meeting which of the developers <br />should be interviewed. <br /> <br />The following is a list of those who submitted proposals with only the lead developer <br />listed in team proposals: United Properties; TOLD Development Co.; MetroPlains <br />Development; Best and Hempel; and, Amcon Construction Co. <br /> <br />"The proposals are being considered based on developer experience, financial capability, <br />and the land use/planning issues related to their proposals," said Catherine Mehelich, Elk <br />River Director of Economic Development <br /> <br />The results of the Historic Context Study will also be considered during the proposal <br />review process, Mehelich said. The study's final report is being presented to a joint HRA <br />and City Council meeting May 28. <br /> <br />The City has begun the process of revitalization and redevelopment in order to enhance <br />downtown Elk River's role as a retail, commercial and residential area and revitalize the <br />investment in the downtown business district. <br /> <br />The City mailed requests for proposals to 98 developers in March. The five proposals <br />received on May 3 are for various sites within the Downtown Revitalization Area and are <br />for multi-phased developments. The proposals include new development of retail and <br />office space, and housing. <br /> <br />Once the developer interview process is completed, the HRA may choose to enter a <br />preliminary development agreement with a developer or developer team. During the <br />preliminary development phase, issues are identified that must be addressed in the project <br />and a preliminary site plan is developed. <br /> <br />If the preliminary development agreement phase is successfully completed, the HRA and <br />developer could enter the final development agreement.
