City of <br /> Elk Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.4 <br /> Agenda Section Meeting Date Prepared by <br /> Consent August 19, 2013 Michael Hecker, Parks and Recreation Director <br /> Item Description Reviewed by <br /> Woodland Trails Park County Ditch Crossing Cal Portner, City Administrator <br /> Agreement Reviewed by <br /> Action Requested <br /> Adopt by resolution the acceptance of a county ditch crossing agreement that permits a public crossing <br /> for a pedestrian bridge at Woodland Trails Park. <br /> Background/Discussion <br /> The design and installation of a new pedestrian bridge for the winter walking trails at Woodland Trails <br /> Park is being completed by Ryan Herrboldt as an Eagle Scout project. Jim Nystrom from the Parks <br /> Commission, a registered PE,is supervising the project. The county is required to allow the placement of <br /> pedestrian bridges at country ditch crossings. <br /> The need and plans for a bridge as an Eagle Scout project were discussed at the Parks and Recreation <br /> Commission meeting last fall. The design for the bridge was presented and approved by the County <br /> Ditch Authority. The approval is based on certain conditions as outlined in the attached agreement. The <br /> County Drainage Technician or his designee will inspect the bridge when it is completed. <br /> Financial Impact <br /> A recording fee of$46 payable to the Sherburne County Recorder's Office is required with the <br /> agreement. The agreement requires that any maintenance of the bridge shall be the responsibility of the <br /> city. <br /> The supplies and materials to construct the bridge project are the responsibility of the Eagle Scout project <br /> and are usually donations from within the community.
