• SPECIAL MEETING OF THE ELK RIVER BOARD OF ADJUSTMENTS <br /> HELD AT ELK RIVER CITY HALL <br /> TUESDAY,JUNE 11, 2013 <br /> Members Present: Chair Anderson,Commissioners Eric Johnson,Jeremy Johnson,Keller, <br /> Keefe, and Konietzko <br /> Members Absent: Commissioner Westberg <br /> Staff Present: Planning Manager Jeremy Barnhart,Planner/Park Planner Chris Leeseberg, <br /> and Recording Secretary Debbie Huebner <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Board of Adjustments <br /> was called to order at 6:30 p.m. by Chair Anderson. <br /> 2. Consider 6/11/13 Board of Adjustments Agenda <br /> MOVED BY COMMISSIONER ERIC JOHNSON AND SECONDED BY <br /> COMMISSIONER KONIETZKO TO APPROVE THE AGENDA AS <br /> AMENDED. MOTION CARRIED 6-0. <br /> 3. Request by Solid Rock Church for Variance to Allow Platting of Three Lots of Less than the <br /> • Required Minimum Lot Size in the R1A Single Family Zoning District. Public Hearing — <br /> Case No.V 13-03 <br /> Chris Leeseberg presented the staff report. Staff recommended approval of the request <br /> based on the criteria analysis outlined in the staff report. <br /> Chair Anderson opened the public hearing. <br /> Emily Maldonado, 19498 Lowell Street,asked if homes on the potential new lots would need <br /> to meet requirements to fit in the neighborhood. Mr.Leeseberg stated that the city would <br /> require the homes meet lot coverage and setback requirements,in addition to building codes. <br /> Ms.Maldonado expressed concern that homes may not fit within the subdivision and could <br /> lower their property values. <br /> Commissioner Konietzko asked if there are minimum requirements for home values. Ms. <br /> Maldonado stated she was not aware of any requirements. Mr.Leeseberg stated that he was <br /> not aware of restrictive covenants for this area,but that the city does not enforce covenants <br /> and are a civil matter for property owners. <br /> MOTION BY COMMISSIONER KEEFE AND SECONDED BY <br /> COMMISSIONER ERIC JOHNSON TO MOVE APPROVAL OF THE <br /> REQUEST BY SOLID ROCK CHURCH FOR A LOT SIZE VARIANCE BASED <br /> ON THE FOLLOWING FINDINGS: <br /> • MOTION CARRIED 6-0. <br />
