That
supplemental assessment hearing is scheduled for Monday evening. The property owners have
been notified for an assessment of $1,333.33. The City's assessment policy for street
improvements on corner lots says that the assessment is the front + 1/3 the side. The front of
this property has been identified as Jackson Avenue, with the side yard being Railroad Drive.
Properties along Railroad Drive have been assessed $4,000.00 per parcel for street
assessment. Therefore, Bread of Life is proposed to be assessed 1/3 of that cost, or $1,333.33.

I have tried unsuccessfully to this point to contact the correct person at the Bread of Life to
discuss this hearing and answer any questions. I have contacted workers at the store, who
have referred me to one of the owners. I have talked with her; she referred me to the other
owner, who I have tried to contact on at least six occasions, getting no answer and no
answering machine. At this point, we have not heard from the owners since the notice has been
mailed out. On Monday evening, I will be prepared to discuss the improvement, the proposed
supplemental assessment, and answer any questions that the City Council or property owners
may have.

At the close of the assessment hearing, it would be appropriate for the City Council to consider
the attached resolution adopting the supplemental assessment roll. If you have any questions
prior to Monday evening, please call.

Sincerely,

Howard R.
