ity of

iver

Item ~4.5.

MEMORANDUM

TO:

FROM:

DATE:

Mayor & City Counci~}~
//
Pat Klaers, City Ad~rator"

August 24, 1998

SUBJECT: City Planner Update

The last update on this issue was presented to the City Council on August 10,
1998. Since that update the Committee has interviewed one of the four
finalists a second time. Additionally, a second candidate (out of the four that
were interviewed) has withdrawn from further consideration.

At this time the Committee is not comfortable making a recommendation to
the City Council to hire either of the two remaining candidates that were
originally interviewed. I believe that Committee member Daryl Thompson
can elaborate on this issue at the Council meeting.

On August 10, I indicated to the City Council that I thought we could carry
on with our existing staff and handle the planning workload until some time
toward the end of the year at which time we should again pursue the hiring
of a city planner. When we begin again this winter, I think it would be
appropriate to hire Jim Brimeyer to help us in the selection process. As the
Council knows, Mr. Brimeyer helped us in the selection of Bryan Adams and
Paul Steinman. Additionally, I think that Jim will help the Council identify
goals and expectations for the position so that a better understanding can be
obtained as to the type of individual we should be looking for and the
experience/background that the individual should possess. Furthermore, I
believe that the city planner employment market will be a little better in the
winter months and, hopefully, the Elk River position will generate more
interest than what happened this past summer.

Recommendation

It is recommended that the City Council approve a motion which continues
the city planner selection process until this winter.

13065 Orono Parkway · P.O.
