4. The plight of the petitioner is due to circumstances unique to the property not a consequence of the petition's <br /> own action or inaction <br /> The fact that the adjacent Twin Lakes Road is greater than 480 feet away, coupled with the <br /> site plan designed to avoid the gas easement confirms staffs assertion that these attributes <br /> are unique, and given the improvement sought,warrant a variance. <br /> 5. The variance, ifgranted, will not alter the essential character of the locality. <br /> The enclosure is adequately screened by the mass of the building, the distance from Twin <br /> Lakes, the building materials, and the landscaping.
