( <br /> RESOLUTION 81-57 <br /> A RESOLUTION ESTABLISHING STANDARDS AND GUIDELINES FOR THE <br /> QUALIFICATIONS OF THE SENIOR CITIZENS ASSESSMENT DEFERMENT POLICY <br /> WHEREAS, The City Council has determined that the City of Elk River has <br /> senior citizen residents that could benefit from a deferment <br /> policy; and, <br /> WHEREAS, The City Council has deemed it desirable to establish standards <br /> and guidelines for the qualifications of a senior citizens assess- <br /> ment deferment policy. <br /> NOW, THEREFORE, BE IT RESOLVED by 'h, Council of the City of Elk River <br /> that the standards and g '=lines determining the criteria for the <br /> qualifications of a senior 'tizen applying for assessment deferment <br /> shall be as follows: <br /> 1. To be eligible, the person shall be 65 years of age at the time <br /> of the levy of the assessment roll or as of January 1st in the year <br /> the application is made. <br /> 2. The property upon which the assessments are deferred must be home- <br /> stead property. <br /> 3. The total household income, including spouse's income shall not <br /> exceed $10,000 during the preceding year. <br /> 4. Application shall be made within 30 days of adoption of the <br /> assessment roll. <br /> 5. The claimant has not signed a petition for the improvements of <br /> which costs are to be assessed. <br /> 6. The application for deferment must be renewed each year by September <br /> 30th. <br /> 7. The special assessment imposed upon the property may be deferred until: <br /> a. The death of the owner, provided that the spouse is otherwise not <br /> eligible for the benefits hereunder. <br /> b. The sale, transfer, or subdivision of the property or any part <br /> thereof. <br />
