ity of <br /> <br />River <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />**ITEM 3.3.** <br /> <br />MEMORANDUM <br /> <br />Mayor and City Council <br /> <br />Sandra Peine, City Clerk <br /> <br />August 24, 1998 <br /> <br />Ordinance Amendment to Section <br />300.02 of the City Code Relating to <br />Absentee Ballot Counting Board <br /> <br />On September 16, 1996, the City Council adopted Ordinance 96-21 <br />authorizing an "Absentee Ballot Counting Board." At that time the County <br />Auditor authorized the counting of all absentee ballots cast in Elk River to be <br />counted by a county-wide Absentee Ballot Counting Board. <br /> <br />The City of Elk River has purchased optical scan precinct counters to be used <br />in the four wards of the City. These voting machines will count the City of <br />Elk River's votes cast in an election. Therefore, it would not be feasible for <br />the County Absentee Ballot Counting Board to count Elk River's absentee <br />ballots. <br /> <br />Staff is requesting the Council to rescind ordinance 96-21, therefore, striking <br />the entire Section 300.02, "Absentee Ballot Counting Board," from the City <br />Code of Ordinances. <br /> <br />The City's new voting machines will first be used at the General Election in <br />November. Therefore, this ordinance should take effect following the <br />September Primary Election on September 15, 1998. <br /> <br />ACTION REQUESTED <br /> <br />Council motion to adopt the Ordinance Amending Section 300 of the City <br />Code of Ordinance by rescinding the entire Section 300.02 pertaining to <br />Absentee Ballot Counting Boards. <br /> <br />\\elkriver\sys\shrdoc\council\abballot.doc <br /> <br />13065 Orono Parkway · P.O.
