EGty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.7 <br /> Agenda Section Meeting Date Prepared by <br /> Consent August 5, 2013 T.John Cunningham, Fire Chief <br /> Item Description Reviewed by <br /> Resolution to Participate in Hazard Mitigation Cal Portner, City Administrator <br /> Planning Process Reviewed by <br /> Action Requested <br /> Adopt by motion a resolution to participate in the Sherburne County hazard mitigation planning process. <br /> Background/Discussion <br /> Over the past year, Sherburne County, under the direction of the Sheriff's Office,Division of Emergency <br /> Services has been working to develop a county-wide hazard mitigation plan. All local municipalities <br /> participated in the process,which included a thorough community risk assessment and the development <br /> of strategic and actionable items to help reduce risk and future losses in the event of a manmade or <br /> natural disaster. <br /> Hazard mitigation planning creates a foundation for risk-based decision making to reduce damages to <br /> lives,property, and the economy from future disasters. The plan forms the foundation of our <br /> communities'long-term strategies to reduce disaster losses and break the cycle of disaster damage, <br /> reconstruction, and repeated damage. This plan benefits all stakeholders,including Elk River,by <br /> identifying cost effective actions for risk reduction. It focuses resources on the greatest risks and <br /> vulnerabilities facing the communities throughout Sherburne County. <br /> Both the fire and police chief participated in the planning process. Many of the strategic goals are already <br /> included as part of the fire department's 2013-2017 Strategic Plan. Due to Elk River's size,population, <br /> location, and critical infrastructures, the city is a key stakeholder in the plan. <br /> Adopting this plan is a required condition for receiving certain types of non-emergency disaster assistance <br /> as well as for various other mitigation projects following a disaster declaration. <br /> Financial Impact <br /> None.
