The terminal was to be owned and operated by Dickenson <br />Bus Company. Mr. Dickenson s business had to be relocated for the development of Elk <br />Park Center. In 1994 this property was zoned I1 (Light Industrial) and truck terminals were <br />allowed as a conditional use. Since bus terminals were not specifically listed in the zoning <br />code but track terminals were, the City treated this business as it would a track terminal and <br />required a conditional use permit. <br /> <br /> <br />
