The applicant will have <br />to work with the building and fire departments with regard to all building and fire codes. <br /> <br />Plannin= Commission Actions <br /> <br />The issues that were discussed were the impact of sound (barking dogs) on adjoining <br />neighbors (which are industrial uses), where dog feces will be disposed of and state licensing. <br />The applicant stated that typically when dogs are active with other dogs, they do not bark <br />very much. They have more of a tendency to bark a great deal when they are kenneled. As <br />for the disposal of the dog feces, the employees will dispose of it in the trash and there is no <br />state licensing requirement. <br /> <br />The Planning Commission unanimously recommended approval of the request. <br /> <br />Recommendation <br /> <br />Staff and the Planning Commission recommends the City Council approve the Conditional <br />Use Permit to operate a Dog Daycare and Training Center with the following conditions: <br /> <br />1. ALL CANINE TRAINING AND CARE SHALL TAKE PLACE INSIDE <br /> THE SUBJECT BUILDING. <br />2. APPLICANT SHALL OBTAIN A COMMERCIAL KENNEL LICENSE <br /> FROM THE CITY OF ELK RIVER. <br />3. THERE SHALL BE NO OVERNIGHT BOARDING OF ANIMALS. <br />4. THE TENANT SPACE SHALL COMPLY WITH ALL APPLICABLE <br /> BUILDING CODES. <br />5.
