Minnesota Board of Animal Health <br />90 West Plato Boulevard <br /> St. Paul, Mlnnesoea 55107 <br /> (651) 296-2942 <br /> 'I-rY/TTD (800) 627-3529 <br /> <br />December 1, 2003 <br /> <br /> Dear Kennel Manager, <br /> <br /> This letter is to inform you of several changes that will take place with respect to kennel licensing and records. <br /> <br /> Beginning Inn 1, 2005, all kennel licenses will be issued annually and will be effective from Ianuary 1 until December 31. <br /> In order!to make this transition, all kennel licenses issued during 2004 will expire on Dec 3 I, 2004. Your license fee for <br /> this year will be adjusted accordingly. A reminder letter and application will be mailed to you approximately one month <br /> before YOur current license expires. Your kennel license number will remain the same from year to year. <br /> <br /> There h~is been some confusion in the past about the types of animal facilities that require a Minnesota Kennel License, <br /> We hay6 recently received clarification from our attorneys concerning some of these issues: <br /> <br /> · .MI~ facilities. . that house impound animals require a license, unless they are owned and operated by a political <br /> subd~vision of the State. Aa impound animal is a stray or abandoned animal that has been seized by public <br /> huthority and is being held for redemption by the owner. Impound animals must be held for a minimum of five <br /> i'egular business days. Local ordinances may require a Ionger holding period. Once this holding period has been <br /> :xceeded, the animal is no longer considered impounded. <br /> * ~, facility that does not house impound animals may still require a license if it: <br /> o Houses three or more unwanted or abandoned animals and advertises to receive or place these animals. <br /> · Any person, business, or organization that houses 3 or more animals (at one time) for the facility <br /> must have an individual kennel license. A litter of kittens or puppies less than 3 months old will <br /> be considered "1 animal". <br /> A facility does not require a license if it: <br /> : o Does not house impound animals and has less than 3 unwanted or abandoned animals. <br /> · Breeding and boarding kennels do not require a Minnesota Kennel License, unless they house stray, abandoned, <br /> or unwanted animals as described above. <br /> · A Minnesota State Kennel License does not exempt a kennel from local or county ordinances pertaining to <br /> operating a kennel. These may be more restrictive than state kennel rules and statutes. It is the kennel manager's <br /> responsibility to know and follow all local, county, and state laws pertaining to their business. <br /> <br />On the kennel application form, you will be asked to specify the hours your kennel is open to the public and whether the <br />kennel houses impound animals. In addition, all kennels must have an established Program of Veterinary Care in order to <br />comply with Minnesota rule 1720.1542. The details of this Program are left to the discretion of you and your veterinarian. <br />The enclosed form outlining your Program must be completed by you arid your wterinarian and returned to our office <br />along with the completed application.
