City Council AS 03-05 <br />Januar~ 20, 2003 <br />Page 2 <br /> <br />Analysis <br /> <br />The subject property is located at the southwest comer of Ironton Street and 198~ Avenue. <br />It is a 5.29 acre lot with an existing single family home and three accessory buildings on the <br />property. <br /> <br />The proposed subdivision will create two parcels to allow a second buildable lot. The first <br />lot will be 2.79-acres and will contain the existing house and three existing accessory <br />buildings. The second lot will be vacant and 2.5-acres in size. <br /> <br />The two lots meet the minimum required lot size for the R-la zoning district. The rear and <br />side yard building setbacks are met for the existing buildings. <br /> <br />Staff would support a lot line that has fewer comers in it, even if it were to result in a second <br />lot that is less than the required 2.5 acres. The overall density of the request would not be <br />changed. <br /> <br />The applicant's Option B attempts to straighten the property line which results in Parcel B <br />being 2.14 acres in size. Staff Option C would provide fewer comers and could still meet <br />the required area, but still has a very sporadic property line. Staff would prefer to see <br />something similar to Staff Option D, which creates a property line with only one comer in it. <br />If the Council were to agree with this, a variance would need to be granted in the motion to <br />approve the request. <br /> <br />Grading, Drainage and Utilities <br /> <br />Grading, drainage and utility issues are addressed in the City Engineer's memo. <br /> <br />Park and Recreation Commission <br /> <br />The Park and Recreation Commission recommended park dedication in the form of cash for <br />one lot. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve the Administrative Subdivision request <br />with the following conditions: <br /> <br />1. A SURVEY BE CREATED THAT IS COMPARABLE TO OPTION D AND <br /> ADDRESSES ALL THE COMMENTS OF THE CITY. <br />2. ALL COMMENTS OF THE CITY ENGINEER SHALL BE ADDRESSED. <br />3. PARK DEDICATION FEES FOR ONE LOT SHALL BE PAID PRIOR TO <br /> RELEASING THE SUBDIVISION FOR RECORDING. <br />4. SURFACE WATER MANAGEMENT FEES FOR ONE LOT SHALL BE <br /> PAID PRIOR TO RELEASING THE SUBDIVISION FOR RECORDING. <br />5.
