<br />Memo to Mayor and City Council/CU 02-13 <br />May 20, 2002 <br />Page 2 <br /> <br />Overview <br /> <br />Background <br /> <br />On October 15,2001 Coborn's Incorporated was granted a Conditional Use Permit to add a <br />canopy covered drive-up pharmacy window on the northwest corner of the existing <br />Coborn's store. At that time, no signage was indicated for the west fas:ade of the canopy. <br /> <br />The applicant is requesting this sign to help identify the business as well as to prevent <br />undesired traffic into the drive-thru. Since the opening of the drive-thru, it has been <br />mistaken as a photo and/or video drop off area. This is as a result of the current signage on <br />the west fac;ade of the building that says "1 Hour Photo" and "Video." <br /> <br />They are proposing a 2'-4 ~" x 20' (47.5 square feet) aluminum frame wall sign to be <br />installed on the west fas:ade of the canopy below the metal scupper. <br /> <br />Analysis <br /> <br />Staff agrees that a sign on the canopy is needed to identify the business from Highway 169 <br />as well as to minimize the confusion of what the drive-thru is for, thus reducing unnecessary <br />traffic near the store entrance. However, the sign does not meet the sign design standards of <br />the Hillside Crossing PUD. The agreement states, "Wall signage for each freestanding <br />building must consist of individual letters." The proposed sign is a single back lit cabinet <br />sign. The amount of total signage on the building if the sign is approved will not exceed the <br />amount allowed by the PUD agreement. <br /> <br />Plannin~ Commission Action <br /> <br />There was discussion on how this request differed from a recent request by Cub Foods that <br />was denied. Cub Foods already had a sign identifying the pharmacy and requested additional <br />signage that would identify "Cub" not the pharmacy. Coborn's has no signage identifying <br />the pharmacy at this time and is only proposing the word "Pharmacy". <br /> <br />The Planning Commission recommended approval of the request by a 5-1 vote. <br /> <br />Recommendation <br /> <br />Staff and Planning Commission recommend that the City Council approve the Conditional <br />Use Permit for additional signage on the west fas:ade of the pharmacy drive thru canopy with <br />the following condition: <br /> <br />1. THE SIGN WILL CONSIST OF INDIVIDUAL LETTERS. <br />2. SIGNAGE SHALL BE PLACED AT THE ENDS OF THE CANOPY TO <br />IDENTIFY THE ENTRANCE AND EXIT OF THE DRIVE-THRU. <br /> <br />S:\PLANNING\Case Files\CU 02-13 Coborns\CU 02-13_ CC.doc <br />
