Memo to City Council/AS 98-6 <br />August 17, 1998 <br />Page 2 <br /> <br />high and there has been some difficulty finding a location suitable for a septic <br />system. Prior to recording the subdivision the applicant will have to show a <br />suitable location for a primary and secondary system. <br /> <br />Parcel A, which is on the north side of the street, is a mix of wetland and row <br />crops. The crop field is located on the west and north side of the parcel. The <br />wetland covers the center, eastern and southern portion of the lot. Because of <br />the extent of the wetland along 201st Avenue, access to the lot could be <br />difficult. <br /> <br />Wetland <br /> <br />There is a substantial wetland on Parcel A. A drainage easement will be <br />needed over the wetland. The location of the wetland also limits access to the <br />buildable portion of the parcel. The approximate boundaries of the wetland <br />are shown on the survey. A site visit was conducted with representatives of <br />the Soil and Water Conservation District and it was the consensus of the <br />group that the wetlands did not have to be delineated and a driveway could <br />be constructed and stay within the de minimis exception for filling a wetland. <br /> <br />Right-of-way and easements <br /> <br />Drainage and utility easements will be needed along all property lines. A 60 <br />foot right-of-way will also have to be dedicated for 201st Avenue. There is a <br />drainage ditch that connects the wetland on the north side of 201st with West <br />Twin Lake; this drainage ditch needs to be covered by a drainage and utility <br />easement. <br /> <br />Shoreline Management Ordinance <br /> <br />Because the property is within 1000 feet of West Twin Lake it is included in <br />the Shoreline Management Ordinance. The ordinance requires a minimum <br />lot size of 2.5 acres and a minimum lot width of 200 feet. Both lots meet these <br />requirements. Buildings and septic systems have to be setback a minimum <br />150 feet from the ordinary high water level, the 150 foot setback is shown on <br />the survey. The subdivision was sent to the DNR for their review and <br />comments. <br /> <br />Park and Recreation Commission <br /> <br />The Park and Recreation Commission recommended cash dedication in lieu of <br />land to satisfy the park dedication requirements for the one new lot being <br />created. <br /> <br />\\elkriver\sys\shrdoc\planning\scott\as98-6.doc <br /> <br /> <br />
