'ity of

iver

Item 4.7.

MEMORANDUM

TO:

FROM:

DATE:

Mayor and City Council

Sandra Peine, City Clerk

August 17, 1998

SUBJECT: Purchase of Optical Scan Voting
Machines

The City has budgeted for the purchase of four optical scan voting
machines. Due to the necessity of a rule change by the Secretary of
State's Office, the City was unable to purchase the voting machines
until this time. Therefore, we will not be using the machines at the
Primary election but plan on having them available for the general
election.

The total dollar amount included in the capital outlay budget for the
purchase of four machines is $23,700. The machines cost
approximately $6,200 each excluding tax and shipping. The City will
receive a $4,000 reimbursement from Sherburne County for the
purchase of the optical scan voting machines.

There is a state law requiring cities to purchase optical scan
machines per the County Auditor's request. The County Auditor is
requesting the City to purchase the AIS-100 optical scan machines so
that they will be compatible with the central count system at
Sherburne County. This would preclude the city from going out for
bids as there are no other vendors that manufacture the AIS-100
machine other than ES&S.

ACTION REQUESTED:

Council motion to authorize the purchase of four AIS-100 Optical
Scan Voting Machines from Election Systems and Software (ES&S),
at a purchase price not to exceed $24,800, excluding tax and shipping
with funding to come from the capital outlay budget.

\\elkriver\sys\shrdoc\council\votmach.doc

13065 Orono Parkway · P.O.
