City of <br /> Elk - Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.9 <br /> Agenda Section Meeting Date Prepared by <br /> Consent July 15, 2013 Justin Femrite, P.E., City Engineer <br /> Item Description Reviewed by <br /> Placement of a Drive-up US Postal Service Mailbox Cal Portner, City Administrator <br /> at City Hall Reviewed by <br /> Action Requested <br /> Approve by motion placement of a US Postal Service drive-up mailbox on the City Hall campus. <br /> Background/Discussion <br /> The reconfiguration of the intersection of 3rd Street and Railroad Drive downtown has eliminated the <br /> opportunity for the US Postal Service (LISPS) to provide drive-up service to a mailbox in that location. <br /> The USPS is looking to replace this single location with two new drive-up locations. One proposed <br /> location is in the parking lot near their new retail outlet located off of Freeport Street. A second <br /> replacement location is on the City Hall campus. <br /> Staff has reviewed the parking lot and determined the "loop"in front of the Police and Fire building <br /> would be the best location to facilitate a drive-up mailbox. It provides a visible location with easily <br /> controlled traffic movements as required by the USPS. The loop would be signed for one-way traffic so <br /> motorists could drive to the mailbox without traversing into an oncoming traffic lane. <br /> Financial Impact <br /> The mailbox includes a concrete base and can be set into the existing turf area funded and provided by <br /> the USPS. The city would be responsible to construct signing to establish a one-way traffic lane in the <br /> location.
