West, Fire Chief~)

August 3, 1998

Ordinance Amendment Referencing
Emergency Management

I have been working with City Attorney Kevin Johnson on changes to
Chapter 208 of the City Code (Civil Defense Agency). We have made
numerous minor changes in reference to the ordinance. These changes deal
with changing the civil defense title to the new emergency management title.

The ordinance covers the policy and purpose of emergency management,
which establishes the city's emergency management organization. The
ordinance also addresses the powers and duties of the Director of Emergency
Management who shall be appointed by the Mayor with the approval of the
City Council.

The ordinance also covers the procedures for declaring a local emergency and
the coordination with the emergency plan for response and recovery to any
emergency, and also addresses the abihty to enter into contracts and incur
obhgations necessary to combat any emergency by protecting the health,
safety, and property of victims of any emergency.

If you have any questions in reference to the changes in Chapter 208 of the
City of Elk River Code or Ordinances, please call me at the Elk River Fire
Department, 441-4919.

13065 Orono Parkway · P.O.
